Protecting God' Children

The Diocese of Tyler expects all Church personnel (whether priest, deacon, vowed religious, paid employee, or volunteer) to conduct their lives and ministry (whether in a parish, mission, Catholic School, or other Catholic institution or ministry) with ethics and integrity. While Vatican II calls all baptized and confirmed Christians to holiness, the obligation upon Church personnel is increased because of their education and position. They should lead by an example that will inspire others to follow Jesus more closely in their life and they should always safeguard the well-being of others. Ethics and integrity in ministry require “doing what is right” rather than simply not breaking the rules All Church personnel are to be committed to a life of ethics and integrity and formally commit themselves to the Code of Ethics and Integrity for the Conduct of Church Personnel in the Diocese of Tyler.

General Information & Policies

Safe Environment

The Diocese of Tyler Safe Environment Program is conducted cooperatively with parents, civil authorities, educators, and community organizations to provide education and training for children, youth, parents, ministers, educators, volunteers, and others about ways to make and maintain a safe environment for children and young people. As part of this program, there will be frequent reminders of the Code of Ethics and Integrity for Conduct of Church Personnel in the Diocese of Tyler.

Personnel/Acceptance Certificate for Service

ACS, which includes training and a criminal background check, is required for all employees and other Church personnel who will be supervising ministry to minors or vulnerable adults.

Diocesan Review Board

The Diocesan Church Personnel Conduct Review Board is a confidential consultative body to the Bishop in discharging his responsibilities to oversee conduct of Church personnel in accordance with law, policies and justice. It is rooted in the Charter for the Protection of Children and Young Persons, but is also available to consult the Bishop on broader issues of Ethics and Integrity in the Diocese of Tyler.

Current board members include: Very Rev. Lawrence Rasaian, JV, JCD, Rev. Gavin Vaverek, JCL, John McDougald (Secretary), Cynthia Kent (Chair), Linda Duke, David Scott and Andy Navarro.

UPDATED STATEMENT REGARDING FATHER BERNARD BOTEJU - May 2016: Fr. Bernard Boteju has been returned to ministry with limitations (see statement). This concludes the investigation by the diocese in response to concerns raised regarding Fr. Boteju and an adult woman. Complete statement (PDF)

NOTICE REGARDING FATHER ROBERT POANDL: Fr. Robert Poandl a Glenmary priest who served in the Diocese of Tyler in the 1980's and 1990's has been convicted of a crime against a minor. In compliance with the Charter for the Protection of Minors, Bishop Strickland has directed that this notice be placed in parish bulletins in the diocese. La Diócesis de Tyler espera que todo el personal de la Iglesia (sacerdotes, diáconos, religiosos consagrados, empleados  o voluntarios) conduzcan su vida y sus ministerios (en su parroquia, misión, escuela católica, o cualquier otra institución o ministerio) con ética e integridad.

El Concilio Vaticano II llama a la santidad a todos los bautizados y confirmados, y la obligación que tiene el personal de la iglesia se incrementa debido a su educación y posición.  Ellos con su ejemplo deben guiar e inspirar a otros a seguir a Jesús más de cerca en sus vidas, y siempre deben de asegurar el bienestar de los demás.

Ética e integridad en el ministerio requiere “hacer lo que es correcto” en lugar de simplemente no romper las reglas.  Todo el personal de la Iglesia debe estar comprometido a vivir con Ética e Integridad y comprometerse formalmente al Código de Conducta de  Ética e Integridad  para el personal de la Iglesia.

Ayuda para las víctimas

Si es usted víctima o conoce alguien que lo es, la Diócesis de Tyler está comprometida a proveer ayuda a quien haya sido abusado o lastimado por un sacerdote, diacono, religioso, o por alguien que trabaja en el nombre de la Iglesia.

El Promotor de Justicia, Rev. Gavin N. Vaverek JCL, es el coordinador de asistencia para víctimas.  Su número de teléfono confidencial es: (903) 266-2159.

Si sabe de un menor de edad que actualmente está siendo abusado o está en peligro, repórtelo inmediatamente a la policía local o al:  Departamento de Servicio de Protección para Familias en Texas (DFPS).

Ayuda adicional para víctimas Además de contactar al Promotor de Justicia, existen otros grupos que proveen ayuda para quienes  han sido abusados por sacerdotes, diáconos, o religiosos. Un posible recurso para aquellos que buscan sanación espiritual es:  Maria Goretti Network  este es un grupo de sobrevivientes tratando de llegar a otros sobrevivientes. Otro recurso es: Survivors Network for those abuse by priest, este es un grupo de apoyo dirigido por sobrevivientes recuperados de abuso por miembros del clero.

Existen otros grupos más especializados como lo es:  The Regain Network  de la Legión de Cristo y de  Regnum Christi   que ofrece ayuda para toda clase de víctimas.

Otro recurso es: Mothers Against Sexual Abuse, Madres en contra del abuso sexual.

The Diocese of Tyler is committed to provide help to anyone who may have been hurt or abused by a priest, deacon, religious, or anyone working in the name of the Church.

The Promoter of Justice, Rev. Gavin N. Vaverek, JCL, serves as our victim assistance coordinator. His confidential phone line is (903) 266-2159.

If you know a minor is currently being abused, or in danger, immediately report it to your local police department or the Texas Department of Family and Protective Services (DFPS).

Additional Help for Victims

Besides contacting the Promoter of Justice for the Diocese of Tyler, there are also other groups to provide assistance to those abused by priests, deacons, or religious.

For those seeking spiritual healing the Maria Goretti Network, a new lay group of survivors reaching out to other survivors, is a possible resource. Another such group is Survivors Network for those Abused by Priests, a support group headed by recovering survivors of abuse by clergy. There are also some more specialized groups, such as:  The Regain Network for victims of abuse of any kind by the Legion of Christ and the Regnum Christi. Mothers against Sexual Abuse is another resource.

Promoter of Justice

The Promoter of Justice is an official of the Tribunal, the Church court.  In the Diocese of Tyler, the Promoter of Justice is a contact person for concerns about the Ethics and Integrity of Church Personnel. The Promoter is also the Victim Assistance Coordinator for cases covered by the Charter for the Protection of minors.
